Giving > receiving: Oral sex is one way to pass std though not as common as vaginal or anal intercourse. Herpes, hpv and syphilis are passed by mouth to skin contact. Gonorrhea, chlamydia and HIV are examples of disease passed by fluids. The fluid coming into contact with the tissue of the mouth and throat are how infections can occur. Condoms decrease risk.

Depends on the STD: Chlamydia is low risk from oral sex: oral infections are fairly uncommon and not easily transmitted. Gonorrhea is commonly transmitted by oral sex, although a lot less so than with vaginal or anal sex. Genital herpes is possible due to HSV1, the usual cause of oral herpes. Syphilis possible but uncommon. HIV is almost never transmitted by oral sex.
