Diabetes: Diabetes is a consistently elevated blood sugar. We watch hemoglobin a1c levels, which give an average over 3 months. An a1c level over 6.4 is considered diabetes. A person with a blood sugar of 90 can have an elevated a1c since one blood sugar is a brief moment in time. The best way to find out is Insulin levels and its response to ingesting sugar.

Yes, : Fasting sugar 100-125 is pre-diabetes and 2-hrs after eating 140-199 is prediabetes. Fasting 126 and higher and 2 hours after eating 200 and greater is diabetes but can have 90 at other times.
