Possible allergy: Nasal congestion is not a typical symptom for lactose intolerance. Rather, it fits better with an allergic reaction to milk protein. Lactose intolerance is the result of an inability to digest the sugar lactose. The consequence is excess gas, bloating, diarrhea, and abdominal discomfort or pain.
