There are risks: Sleeping pads can cause burns if you fall asleep on them. Of course they help with muscle aches but they can cause harm so i would not recommend them for sleeping.

Not necessarily: Most people sleep best in a slightly cool environment. Too much heat could disrupt sleep. In really cold environment an electric blanket may be helpful. It is also dangerous to sleep on an heating pad due to risk of getting burned.
