Yes: Painful swallowing typically reflect an irritation in the esophagus (swallowing tube). This can be related to medications, especially common in women.

Not likely: A sore throat is something that hurts when you swallow. So you do have a sore throat. If no cold, then an infection or something else is likely going on. You should see someone for a fuller history and exam. If you can't swallow solid foods, and certainly if you can't swallow liquids, you need to be seen soon. Very few medications cause this. Take all pills separately with lots of water.
