Usually Folliculitis: Red raised bumps like this are often folliculitis, which is a bacterial infection at the base ofi little hair follicles. Try antibacterial soap and a topical antibiotic cream like neosporin or bacitracin. If they do not go away within a month you should see a doctor and consider starting some oral antibiotics.
