What does it mean when you get red bumps on the lower part of the inner thigh near the groin/genitals?

Foliculitis: Possible foliculitis ("ingrown hair"), although, any type of allergy may do that as well. Sexually transmitted diseases are less likely, except for herpes that presents with blisters on red skin associated with intense pain.

Bumps: Friction can be a cause particularly if the area has been getting moist. Fungal infection possible. The area can get infected with cellulitis as a folliculitis.
