Yes: Since there are several viruses that produce the same set of symptoms such as you describe. Not all flu like illneses are due to the same virus, and therefore he may be suffereing from yet another virus with similar symptoms.

Yes: In a given year there are at least 5 strains of the flu circling the globe at any one time. They occur in higher frequency in cooler seasons when people share the same spaces indoors, abut can skip around the globe aided by air travel and asymptomatic carriers. Flu shots help some, but are limited to 4 strains/shot before loosing strength. This could also be one of many other respiratory viruses.
