Rash?: For how long? Sun burn happens in sun exposed parts of body. ' between legs' is definitely not sun exposed. Sounds like follicular keratitis with secondary bacterial or fungal infection. You need an anti- itch and antibiotic or anti fungal. Consult a different doctor.
