Yes: Spotting is normal in late pregnancy as the cervix starts to thin and dilate. It is also common after exams in the doctors office or after sex. Heavy bleeding is never normal in late pregnancy.

Sometimes: Occasional spotting and light bleeding is common during pregnancy. Most of the time it does not indicate any particular problem. If you are concerned you should see your doctor.
