Taste buds!: Paul, those are probably your taste buds, known anatomically as your "papillary" taste buds. Sometimes they get inflamed and sore (from spicy/salty food or from microscopic trauma) and then the condition is called papillitis.

Possible answer!: They can be many things but most likely the bumps are taste buds that are enlarged. I would recommend a visit to a local dentist for evaluation to rule out anything else..

Taste buds?: The taste buds or papillia are covering the tongue. They can be small and pinkish to raised and red. They can often get inflamed and are sore. Some can become irritated at the tip due to roughness of teeth, habits, certain foods(spicy), or even medications. Your dentist can examine and treat if necessary.
