Present at birth: Congenital heart problems are anatomic problems with the heart that are there from birth. Congestive heart failure is a condition where the heart is overloaded with fluids and is unable to efficiently pump. Some people have excessive swelling in their legs and fluid in their lungs, leading to shortness of breath.

Different terms: Congistive heart failure is a disease condition results from several causes some of these causes are cogenital heart diseases. Others like infection of the heart, ischemia to the heart (heart attacks) or abnormal rhythm of the heart.
