Isn't puberty great!: Absolutely this could be hormonal. There are changes going on in a 13y/o girls body, even though she hasn't had that first period (menarche) yet. A couple of things to keep in mind. Make sure she is getting enough fluids. Most teens, male or female, don't tend to drink enough fluid, especially water. This can cause blood pressure to drop when they stand or are active and cause "hot flash".

Yes: It could be hormonal. Before menses starts many girls are already "cycling" and can bursts of estrogen. No worries. Can also be partially dietary if she eats a lot of junk food...
