Yes: Tubal ligation is very effective at preventing pregnancy but no contraceptive method is 100% effective. Therefore, if your cycle is delayed you should check a pregnancy test or even see you gynecologist for blood pregnancy test because if you are pregnant there is a chance it could be a tubal pregnancy and that needs to be addressed sooner rather than later.
