Usually for diabetic: A non-diabetic would not normally need to use a blood sugar meter, except possibly once for screening. Blood sugar is best checked fasting. Elevated fasting sugar = concern for diabetes. If worried about diabetes, glucose tolerace test can be performed (iv sugar and check before and after). Also a hemoglobin a1c is a blood test that will reflect history of excessive high blood sugars.
