No: Given most congenital heart defects are random occurrence , it is very unlikely sibling develop same type of heart defect.

A parent with 1 chd baby has a risk of about 4% of having a second with any form of chd (rarely if ever the same).If both parents had any form of chd the risk increases to 8%. There are some rare syndromes with a higher risk rate. A geneticist could help you identify you personal risks.
