Nasal Congestion: You should see an ENT specialist. Your congestion can be a mix of factors: deviated septum, sinus infections, allergies, nasal polyps, etc.

Likely not infection: Sounds like allergies. I would go back to your family doctor and ask for nasal spray or xyzal (levocetirizine) samples and see if this helps.
