Try topical first: Try using hydroquinone or other bleaching agent applied to the skin. These are widely available at medical spas or aesthetician's office. Expense is under $100. You will need to give it time and be consistent. Good luck!

Hydroquinone: A compound containing retin a (tretinoin) and 4% hydroquinone which requires a prescription would be the most effective. You can use it up to 3 months and then you would have to give your skin a break. There is some controversy about the safety of hydroquinone. Kojic acid and arbutase are some other lightening agents. Cost is about $200 for a month's worth of product.
