Milk is fine: A one year old doesn't need to drink free water. She should continue drinking milk. At this point, she should be graduating to a sippy cup or even a regular cup, with supervision.

Ok for water: It's ok if you are adding milk to water to get her to drink water. However, this should not be used as a milk substitute or way to "extend" the milk.
