Too much milk: It is important for your child's nutrition to incorporate solids.Milk does not contain sufficient iron, and your child could develop a serious anemia.Offer solids first, let her enjoy the wonderful world of flavors, textures.Limit milk intake to no more than 24 0z per day.

Hard to say: She may just be going through a phase where she prefers formula, but she may also be experiencing some discomfort from the mouth or stomach that is actually soothed by the formula -- teething would be the most common explanation. See your doctor for evaluation.
