Pretty safe: As long as a person is smart and aware of what is going on all around him while he is walking and talking, the talking is not very dangerous. There is a small risk of tripping, falling, and breaking a bone. Other risks include walking into a lamp post, getting run over by a car, etc... A few people are so unaware of their surroundings that they shouldn't be doing anything distracting when walking.

Walk and talk.: Conversing with someone while walking is fine for two reasons. (1) keeps you engaged in something while walking to combat boredom and keep you going longer. (2) it's a good way to gauge the proper intensity of your walking - when walking you should feel a bit winded but not so winded that you're unable to converse in sentences.
