Yes: There is no question that they are effective, but not 100% of the time. Also they require boosters periodically. The frequency of the disease is clearly less when the population is immunized properly.

If used: The peak of effectiveness was evident in the early to mid 90's when the annual infection rate dropped to about 2500 cases and no deaths/yr in the US. After the wave of anti-vaccine sentiment took hold, cases have increased dramatically,particularly on the west coast.In 2014 there were 40,000 with at least 40 deaths.Most were un- immunized or partially immunized.
