Very little: In california, any doctor can call themselves anything they want and it's perfectly legal. A family practice doctor can do breast augmentations and pediatricians can do liposuction. Even so called board certified "cosmetic surgeons" can have very little surgical training. Look for doctors board certified in their specialties. In the U.S., cosmetic surgery is not recognized.

None: Anyone can call themselves a "cosmetic" surgeon. There is no training or board exam. The to find a surgeon you can trust has been well trained to perform your operation make sure they have acompleted a residency in plastic surgery.

Medical license : You just have to have a medical license to say you are what you practice. However to be board certified in a specific field, means you have done years of supervised practice in that field. Personally, i would look for referrals from patients and doctors you trust before i cared about the board certification certificate, but if you have nothing else to go on, then i would look for boards.

Medical License: All you need is a medical license. State medical boards do not restrict the practice of medicine based upon training. You can be trained as a radiologist and practice as a pediatrician. For cosmetic surgery, the only board that guarantees broad training in plastic surgery is the american board of plastic surgery. Even then, look for asaps membership to show additional training and specialization.
