Any dentist: Any dentist with a license is adequately trained in order to fabricate dentures. Some have more experience and training than others. A prosthodontist is a dental specialist with extra formal training in this area.

Dental school: Your best treatment will be with a specialist in dentures -- a prosthodontist. After dental school, they complete 2-3 more years of training, including removable prosthodontics -- partial and complete dentures. Plenty of them out your way. It is best to see the specialist.

School: The training to diagnose and design the denture requires attending dental school and obtaining a dental degree. In terms of making a denture a lab technician will attend lab technician school and will be able to make dentures.
