Is this new?: If so prominent veins in upper torso of recent onset reflect central venous hypertension ie superior vena cava obstruction. It is a rare entity but requires lysis and anticoagulation. Seek advice.

Usually normal: Prominent veins on breast or upper chest are often normal . They are more visible in fair skinned people. To be safe, especially if you have other medical problems or symptoms see a doctor.
