See below: Do you have a metal belt buckle that rubs over the area? If so, nickel dermatitis could be a cause. Recommend getting seen as rashes are notoriously hard to diagnoses without seeing them.

Omphalitis: Inflammation of this area is termed omphalitis and is usually a result of hairs trapped in a deep navel. Clean it out with alcohol on a q-tip. Sometimes it is severe enough to surgically remove the navel which always cures it..
