Consult your doctor: We can not answer, need to look at the bumps.Did you have leproscopy cholecystectomy?It might be an infection, check it out.

Some times yes: Not unusual , some times inflammation at umbilicus takes time to clear , also the stitch may irritate causing minor infection , talk to your surgeon and go for follow up visit.

Best to see: Your surgeon. It could just be skin irritation from moisture. Itching could just be from healing or skin moisture irritation. Skin infection would be painful red swelling at the site. Keep the area clean & dry well after washibg. Ask your surgeon.
