You can't.: You really can't. Because electricity can be conducted through the body, significant internal injury may occur even with what appear to be small burns to the skin. Anyone who receives a significant electrical shock should be evaluated by a physician.

Depends on source: If you have swelling and severe pain in the area where contact was made it is potentially serious. Electrical burns can be worse than what they appear to be externally. Nerves can be damaged. Generally, if you had a serious electrical burn, you would realize it and have gone to an ER.
