See below: Lump in that area might be swollen lymph node, dilated blood vessel, hernia, infection like lymphogranuloma venereum (an std), tumor. See your fp for exam, tests (if appropriate), & treatment.

Probably not cancer: You should see your primary care physician or a urologist to determine what is causing this swelling.
