Many things: This could be from many things from a dermatologic diagnosis to viramin deficiency to overuse of moisturizers. If you use moisturizers frequently, there may be a decrease in your body's natural lubricant production. Probably good idea to see your physician.

Many things: The humidity during different seasons can make it worse-winter has low humidity.But since it is year round, consider geography-are you in a low humidity region? Use a humidifier. Licking your lips actually causes chapping. Some medical conditions are associated with decreased saliva, so being checked out is important. Some medications can cause it too.
