Not with function: Even with normal thyroid function, people can still have autoimmune thyroiditis, thyroid nodules, malignancy in the thyroid, etc.

Yes: We talk about thyroid structure and function separately if lab normal, function normal, but could sill have structural problem- cyst tumor, cancer, etc.
