Facial Reanimation: There may not be an "implant" per se, but facial plastic & reconstructive surgeons perform many procedures to reanimate a paralyses face. This can be as small as a gold weight to help close a paralyzed eye, to temporalis muscle transfers and facial slings to even out a paralyzed face when smiling, and gracilis muscle free tissue transfers which and be reinervated with nerve grafting.

Yes: There are some very sophisticated methods to make a paralyzed face move again. This is called facial reanimation. See a facial plastic surgeon, or general plastic surgeon who specializes in this.

Face transplant: Sadly, our methods of transplanting individual muscles are primitive at best. There are too many muscles involved in expression to expect transplanting a few to create anything resembling normal expression.
