Propably Not: Hydration status can help your body produce mucus. Relative dehydration can make your mucus more sticky. However, it should not directly make you nose runnier.

Maybe?: Too much of anything is not good. Excessive water intake good theoretically stimulate your parasympathetic nervous system (pns) as the pns is activated when you urinate. The pns also stimulates mucus secretion in your nose.
