Some types are.: Some CHF causes are reversible such as blocked coronary arteries which can be opened, or if due to rapid heart rate from atrial fibrillation. Hyperthyroidism, anemia, and vitamin/nutrient deficiency can also be important to rule out. Some CHF is due to a virus. Other than treating the cause of chf, medications are also important such as beta blockers, ace inhibitors. And spironolactone.

Yes: In theory "mild chf" as a syndrome is virtually always reversible. The more important question is what is the trigger for the heart failure, i.e. Is it high bp, is it muscle injury from an old heart attack, is it poor kidney function etc. The exact cause of the heart failure is the most important bit of information to know.
