Folliculitis?: Infection of the hair follicles commonly occurs on the neck and back and is usually caused by staph bacteria. In this case, usually oral antibiotics are prescribed to kill the bacteria. However, there are quite a few conditions that could be described as "bumps" and that can affect the neck and back, so i think that seeing your doctor would be best to get the right diagnosis and treatment.
