No: They are different, serious processes. COPD causes chronic over inflation of the lungs due to loss of elasticity in the airways (the air can't get out). Emphysema is a chronic destruction of the lung tissue that leads to poor oxygen exchange (the air can't get in the blood).

Same: COPD and emphysema are overlapping terms. Emphysema refers more to the anatomic changes in the lungs, and COPD is the disease you get from smoking and long term untreated asthma, among other things.
