Conservative : Treatment rendered by a podiatrist would consist of trimming the corn/callous away. Smart shoe selection and possibly paddings to protect the tow would help prevent reformation. Finally, surgery if possible is very practical for this condition as it will fix the problem permenately, and allow you to wear most shoes without a problem.

Inside Out Problem: Callous formation is almost always caused by as a response to two forces. The bone on the inside of the toe is one and the shoe on the outside is the other. The toe tissue is trapped between and will thicken when the forces are greater than the toe can tolerate. The callus is a protective mechanism and when you remove it, without address the cause, it will return. Either remove the bone or shoe.
