"Water on the lungs": Waters backs up in the lungs because of inability of the heart to pump it through. Treated with water pills or shots, medicine to optimize the heart function, oxygen, nitrates. Most people end up in the hospital but usually only stay 2-3 days unless there is something else going on.

Fluid in Lungs: Edema is fluid build up within tissues, either in the cells or between the cells. Pulmonary edema is fluid build up in the tissues of the lung. The treatment is dependent on the cause. This can be due to heart failure, fluid overload, inflammation and others to name a few. You will need to see you doctor for a complete exam.
