Very smart question: The question is a very sophisticated one. Indeed, those of us who are chronically stressed-out / "wired-but-tired" can easily develop adrenal fatigue, accompanied by low dhea & "dysregulated" cortisol production. Adopt a natural whole-foods diet, avoid junk food, reduce grains, add veggies, dhea, 2-5 grams of vit c, vitamin b-complex, fish oil, licorice root extract, kelp, & melatonin for sleep.

Feed your adrenals : Cortisol - as are all corticosteroids is derived from cholesterol. Studies have shown that a high saurated fat, low polyunsaturated fat diet will increase corticosteroid levels. Also supplementation with pregnenolone will increase ability of your adrenals to make cortisol, progesterone, estrogen, testosterone and other corticoids. Your sleep may also improve with more sterols in your nervous syste.

Check cortisol: Cannot really base treatment on one time cortisol measurement. Cortisol fluctuates throughout the day. Best to do a salivary 4 times over the day measurements to see how you run in am vs pm. Not sleeping can be due to too high cortisol at night. Yet you may run too low in am. Take zinc picolinate 25 mg with dinner.
