Contact dermatitis?: Itchy rash on hips thighs and genital area suggest the diagnosis of contact allergy. The contact for that area could be a detergent in the intimate apparel. Usually local application of cortisone cream makes a better choice. Double rinsing of the clothes once with and once without detergent may help to reduce the reaction. You may see your doctor to rule out any other cause.

Possibly: But not necessarily from his medications. Did he recently change laundry soap? The areas you mentioned are covered by underwear. If he was allergic to his medications, the lesions wold probably be universal. Have him take care of that toothache before it becomes an emergency.
