Yes: Hydrocele is fluid in a hernia sac. It can be repaired laparoscopically. Being bilateral the incisions are the same which suggests that laparoscopic approach has some benefits from open bilateral anterior approaches.

Not sure...: What you mean. Laparoscopic surgery can be used to repair some inguinal hernias. Very large or chronic long standing inguinal hernias may be more difficult to repair by laparoscopic approach. Hydorocele is not a hernia, and ask a urologist if hydroceles can be repaired by laparoscopy.

Depends: If the hydrocele is connected to the hernia and the entire hernia sac is able to be reduced (pulled into abdomen), which is difficult btw, then yes. Usually hydroceles require separate incision and excision of the lining.
