Yes: Symptomatic gallstones do not necessarily cause abnormalities which would be seen on a ct scan. An ultrasound is more accurate at detecting gallstones.

Yes: Imaging studies including ct scans, and occasionally even ultrasounds may not detect gall bladder inflammation, particularly in older patients. Experienced surgeons may tell you stories about patients who clinically had gall bladder disease, but in whom all tests were negative, and at surgery had severe disease.
