Infection or asthma: An occasional dry cough is normal. Even an occasional bit of mucus isn't of too much concern. But if you develop chest pain upon coughing, perhaps even shortness of breath, it's time to go see your family doc regardless of fever or not because you might have asthma, copd, or some lung infection. Of course, there are other reasons for cough & chest pain so don't delay . .
