Best to get checked: People <30 yrs old with no risk factors at all (smoking, family history of heart disease, high blood pressure, high cholesterol or diabetes) are at extremely low risk for acquired heart disease. However other things can cause these symptoms, including anemia, high blood sugar and thyroid problems. So best thing is to have a comprehensive check-up with your physician.

No: Shortness of breath and dizziness is not normal. This is the flu season and a viral infection quickly comes to mind as a cause in someone your age. Get checked by your doctor. Anemia, asthma and heart conditions could do this too.
