May need evaluation: I work with autistic children and they are really interesting. They love their mom and are very active so the water may just be dripping out of his mouth as he talks, so he may not be drinking that much, and may just be very active as the water drips out, especially when he is playing with friends. Keep a closer look at how much water is getting in him.

Other ideas: If he is well-hydrated, with moist mucus membranes inside his mouth & unconcentrated urine, it is more likely related to lip-licking or saliva chapping his lips when he chews on non-food items or at mealtimes. You can ask your pediatrician if (s)he thinks it's worth getting a urinalysis after (s)he examines him. Non-toxic chapsticks are ok to use. It's also worth taking him to a children's dentist.
