Plastic surgery: There are not surgical procedures that would make a person's eyelids perfectly symmetrical (perfection doesn't exist in real life). However, plastic surgeons can make a smaller lids opening larger, make a double eyelid fold if there is a single fold, tighten a lower eyelid if the lid margin is drooping away from the eyeball, etc... Plastic surgery is an art, so results may differ among surgeons.

Oculoplastic surgery: Eyelid surgery is an art so depending on your surgeons ability many eyelid asymetries can be corrected. Usually these surgeries are performed under local anesthesia. Sometime the eyelid asymetry is due to a more serious underlying problem such as thyroid dysfuctions, in these cases the correction is more involving and orbital procedure might be needed. These cases need more extensive evaluation.
