Normal development: Full adult maturity is achieved at age 25. Breast growth may start at 12 years old and may continue to evolve over a period of many years. At any time during this normal evolution, a growing girl may have breast discomfort. Breast pain may be associated with the menstrual cycle. As you age and mature, there should be no more pain in the breasts. (watch out for too much caffeine later in life!).
