Not necessarily: Only if you get heart failure or lymphedema from specific causes.

Likely: She has long standing (brawny) edema and a reversible pitting component. Venous insufficiency, usually due to varicose veins, runs in families. She could be in heart failure of have elephantiasis, but varicosities are the usual cause of leg swelling.
