The ligaments to the outside of both knees are very tight it seems after a short period of time of exercise or walking i lose about 70% of the ability to move my legs because of the tightness can you help?

Yes: It is not ligaments that are tight , but some internal breakdown in the knee. Torn cartilage or arthritic deterioration aggravated by activity. Consider finding a doctor who does prolotherapy to restore the stability and stop the deterioration of your knees.
