What kind of brain problem (except tumour) might cause constant mild tinnitus?

Many things: Tinnitus is usually associated with an inner ear problem. This can be anywhere from fluid accumulation, to scarring of the inner ear, viral infection. Constant tinnitus should be evaluated by an ENT physician.
